FOrasmuch as Wee see apparantly , that there is already great scarsitie of Corne and Graine of all sorts , and the same growen to very high rates and prices ; And the weather also hath long bene , and still continueth so strange and vnseasonable , as it giueth no hope of amedment , But rather is like much to impaire the Fruits of the earth that are to be expected of the next yeere ; So as the poore must needs suffer extreame want , and the better sort also finde it heauy and chargeable vnto them , except it please GOD to deale mercifully with vs ; And therefore Wisedome requireth , That all meants be vsed to prevent aswell Exportation of Corne and Graine out of the Kingdome , as vnnecessary waste and consumption thereof at home . Wee threfore ( whose cares watch ouer Our people to preserue them from all inconueniences , Although Wee are not ignorant that this height of price groweth more out of the greedy couetousnes of Buyers and Hourders of Corne , then out of the want or dearth thereof ; ) And though also the price of all kinde of Graines be , and for some good time past hath bene such , as no Transportation thereof can lawfully be made by the Lawes and Statutes of this Realme ; Yet to the end that the world may take knowledge of Our extraordinary care in this behalfe , and that no man haue hope to escape punishment , if he offend from hencefoorth in this case ; WE doe by this Our Proclamation straitly charge and command all and singular Our Subjects , and other persons whatsoeuer , That they nor any of them presume to cary or conuey out of this Realme , directly or indirectly , and Wheat , Rye , Barly , Malt , Dates , Pease , Beanes , Fetches , Bucke , or any Corne or Graine whatsoeuer , or the Meale or Flower thereof , vpon paine of Our heauy displeasure , and of such imprisonment , and other punishments , as vpon the contemners of Our Royall commandement in so waighty and important causes , are and ought to be inflicted .

And We doe likewise hereby as straitly charge and command all Our Customers , Comptrollers , Searchers , Waitours , and other the Ministers of Our ports , And the Farmours of Our Customes and Subsidies , and all other persons whatsoeuer , That they suffer no such Corne , Graine , Meale or Flower , as aforesaid , to be conueyed or caried out of this Realme ; But shall hinder and stop the same , if they haue meanes so to doe ; Or else shall presently vpon knowledge thereof , complaine and giue knowledge of it to some principall Officers , to the end it be preuented , Vpon paine likewise of such punishments as are due to them that neglect Our Royall Commaundement .
