ORdered by the Commons assembled in Parliament , That no Pass or License whatsoever shall be granted to any person or persons to go beyond the Seas , until such person or persons shall have first given an ingagement under his or their hands to such person as shall grant the said Pass , that he or they shall not at any time hereafter engage , act , be ayding , assisting , advising , or councelling against this Commonwealth ; and that no such Pass shall be granted to any person to take shipping for their Transportation but at a publique Port , and at a publique Passage .
