A PROCLAMATION , Against Tumults in Edinburgh . WILLIAM and MARY by the Grace of GOD , King and Queen of Great-Britain , France and Ireland , Defenders of the Faith . To 〈◇〉 Macers of Our Privy Council , Messengers at Arms , Our Sheriffs in that part , conjunctly and severally , specially constitute , Greeting :

Forasmuch as , by the frequent Tumults raised within the Burgh of Edinburgh , by loose and disorderly persons , specially Journey-men , Prentises , and other ill disposed Servants and Young-men , great Inconveniences fall out , and many innocent people are hurt , mutilat , and killed : For preventing whereof , and that all Our Leidges may know the Hazard and Danger they run , by Conveening or Joyning together in a Tumultuary way , or by being on the Streets either when the Guards of this City , or Our standing Forces are commanded to suppress any such Tumult . We with Advice of Our Privy Council , Prohibite and Discharge all Tumultuary and Ryotous Meetings , of any persons whatsoever , by Night or by Day , within Our said Burgh or Suburbs thereof , under the highest Pains of Law : And with Advice foresaid , Require and Command all persons whatsoever , upon any Appearance of Tumult , Ryot , or Rout in the Streets , & drawing out of the Guards to suppress the same ; immediatly to retire themselves home to their own Houses respective , and keep themselves within Doors , under the Pain of being repute and holden Accessory to the saids Tumults . And for the better suppressing and dispersing any such Tumultuary and ●yotous Meetings . And We Authorize and Impower the Magistrats of our said Burgh , to order the Officers of any of Our standing Forces , who shall be called in within the said Burgh , to the effect foresaid , as well as the Train-Bands and Guards of Our Town of Edinburgh , to fire upon , and shoot with Bullets , against such as shall so assemble themselves in such Tumults and Ryots with Arms , or make Resistance to the Magistrats of Our said Burgh , or Forces imployed for suppressing thereof : And to the effect Our pleasure in the Premisses may be known . OUR WILL IS , and We Charge you straitly , and Command , that in continent these Our Letters seen , ye pass to the Mercat-Cross of Edinburgh , and by open Proclamation , make Intimation hereof , that all may know their Hazard . And Ordains these Presents to be Printed .
