WHereas Our late deare and Royall Father , King IAMES of euer blessed and happy memory , out of his Princely care for the good of His people , & out of His Iustice to keepe them from exactions & oppressions , was graciously pleased to award a Commission vnder the Greal Seale of England , to diuers persons of qualitie & worth , to enquire of , & giue true information to His late Maiesty , what new Offices had been erected in any of His Courts of Iustice , either Ecclesiasticall or Temporall , and when , and by what meanes , and what new Fees had beene exacted or receiued by any Officers , Ministers , or others , of , or in any of those Courts ; but departed this life , before any returne made vnto him of that Seruice , by whose death also , that Commission , amongst others , was determined .

Now Wee , obseruing the Acts of so wise , and so iust a Father , haue thought it fit , for the furtherance of Iustice , and auoyding of oppression to Our louing Subiects , to make the like Commission , which Wee haue lately done vnder the Great Seale of England , and directed the same to diuers Lords , and others , authorizing and commanding Our sayd Commissioners , diligently to attend that Our Seruice , and to giue vs a true and perfect Account , and Information 〈…〉 take notice of the said Commission , and of Our gracious intention in the granting thereof , and to whome , and whitherto resort to make their complaints , or to seeke for redresse , Wee haue thought fit to publish and declare , and Wee doe hereby publish and declare the same , and that Our said Commissioners haue receiued Our expresse Commandement and Charge diligently to attend the execution of the sayd Commission , at such fit place or places , in , or about the Citie of Westminster , as in their discretions shall bee most conuenient , for the accesse and dispatch of all such as shall resort vnto them to giue them any Information or light , for their better proceeding therein .

And Wee doe hereby further declare Our gracious and Royall pleasure , that as on the one side Wee would haue no man presume , without iust grounds , to stirre vp causelesse complaints against any Court or Office , or against any Iudge , Officer or Minister , of , in , or belonging vnto any Court or Office , so on the other side , that no man should be disheartned or discouraged to make knowen , and prosecute their iust complaints against any , Wee being resolued to cary Our selfe equally and indifferently towards all men , Our purpose herein beeing chiefly to redresse such abuses , as shall bee discouered for the ease and reliefe of Our Subiects , and not to make an Inquisition into the errours past , vpon slight or weake grounds , or vncertaine Informations .
