WHEREAS We have by Our severall Proclamations commanded all Persons who are any wayes indebted unto , and all the severall Tenants of all such Persons who are in Rebellion against Us , or doe assist those who are , to forbeare to pay any Rents or Debts due to the said severall Persons , but to detain the same in their hands ; to the end that it may be imployed for the procuring and maintaining the Peace of the Kingdom : And whereas We have dayly experience , how all Persons of known Affection and Loyalty to Us , have their Estates seized , and their Goods , Rents , and Debts taken , by order of the pretended Houses of Parliament , and their Committees , or by the power and violence of other Rebells , in obedience to their unjust Commands ; and on the other side , that the said Rebells and their adherents , finde means to receive their Rents , Debts and other Monies owing to them from Persons in habiting and residing in Cities and Townes within Our obedience : We doe once more require all Persons whatsoever , upon their Allegiance , not to presume to pay any Rents or Debts , which now are , or hereafter shall grow due to any Persons who are in Rebellion , or to any Inhabitant of the Cities of London or Westminster , or any other City or Towne , in which there is a Garrison kept without Commission granted from Us. But if it shall fall out that any Person who hath preserved his Duty and Loyalty to Us , and is inhabiting within any of the places aforesaid , shall any way suffer by these Our Commands , We will take speciall care in the behalfe of such Person , that this Our Proclamation shall be no prejudice to him or them . And We doe farther Will and Command all such Persons who stand indebted by Obligation , Morgage , or any other speciality , to any of the Persons aforesaid , that they pay the said debts , and summes of Monies , so due , and owing by them , into Our Receipt at Oxford , within forty daies after the publishing this Our Proclamation ; for the which they shall receive a discharge and Receipt , and We promise to save them harmelesse for the same . And for their better encouragement to obey Us in these Our just commands , We doe hereby promise to all such Persons , who shall , within the time aforesaid , bring and pay into Our said Receipt , any summes of Mony due and owing by him to any of the persons aforesaid , that is , to any Person in Rebellion against Us , or to any Inhabitant or other Person , who is resident in Our Citties of London or Westminster , or in any City or Towne in Rebellion against Us ; such Person shall be allowed a third part of what is so due and owing by him , and upon the payment of the other two parts , We will save him harmelesse , and keep him indemnified from the said whole debt . And whosoever shall discover to Our Lord Treasurer , or Chancellor of Our Exchequer for the time being , any such Debts or summes of Mony owing to any such Person as aforesaid , and shall be an effectuall meanes whereby the same may be recovered to Our use , every such Person shall receive a fourth part of all such debts so by him discovered , and shall furthermore performe a very acceptable service to Us.
