WHEREAS by the late disorderly , and tumultuous proceedings of diverse Rebellious Persons heretofore assembled in the said Town of Cyrencester , Our good Subjects of the parts neere adjoyning , were hindered in their free recourse to the weekly Markets of the said Town , many of them being robbed , and spoyled of their Horses , Provisions , and Goods , in their resort to the said Markets , and Our good Subjects of that County , being generally threatned to be Plundered , if they would not contribute to the said Rebellion ; so as for the Protection and releife of Our said Subjects of that County , We have been compelled at Our great charge to send a considerable part of Our Army to reduce that Town , the which , by the blessing of God , We have done , but are still necessitated to keep and continue a Garrison there , to preserve the Peace of that County , and to defend Our good Subjects from the violence of their Neighbours , who have associated themselves in this Rebellion ; In consideration whereof , Our loyall and well-affected Subjects of that County , well knowing how unable We are to give them that Protection , without their mutuall Aid & Assistance for Our Support , and the maintenance of Our Army , have freely and voluntarily consented to a monethly Contribution for the purposes aforesaid ; And for the supply of the said Garrison with necessary and competent Provisions , and for upholding of Commerce in those Parts , and for releife of the Inhabitants of the same Town , it is expedient to uphold the Markets in the same , and to give all encouragement and security to Our Subjects of that County . Our will and Pleasure therefore is , That three Markets shall be weekly held in the said town , on Munday , Wednesday , and Friday . And that it shall , and may be lawfull to , and for all Our louing Subjects of what condition soever , to resort thither , and to any other Markets within that Our County , with all their Provisions and Goods which they are desirous to put to sale there ; And that there shall be free buying and selling in the said Markets . And We further Will and Command , That no Souldier or Person whatsoever presume , on pain of death , to hinder or molest any of Our Subjects in their free recourse or accesse to the said Markets , or to the said Town , vpon any other lawfull occasion , or to take away any of the Horses , Goods , or Provisions of any Person or Persons that shall resort to the said Markets , without payment of such prize for such Goods as shall be agreed upon between the owner and them . And We do hereby straitly inhibit and forbid all Our Officers and Souldiers to commit or use any trespasse or violence to any of Our Subjects of that County , upon pretence of disaffection to Our Service or any other pretence whatsoever , but require that their demeanor be such , that the Peace of the County may be preserved , and all offences and misdemeanors left to be examined and punished according to the Rules of the known Lawes of the Land , which , as much as in Us lies , shall be alwaies the rule and measure of punishment to Our Subjects .
