HIS Majesty taking into His Royall Consideration and Princely Care the preventing ( by Gods blessing ) as much as may be , any growth of the Infection , so dreadfully spread in other places , from this His City of Oxford , which without strict Regulation may likewise fall into the same Sad Calamityes by the concourse of Persons Diseased , under pretence of vending Commodities , or of having buisness to the Parliament , or to attend His most Honorable Privy Councel , or other like occasions ; Hath therefore been gratiously pleased to Declare , and by , and with the advice of His most Honorable Privy Councel doth Order , that the Care and Trust of allowing and approving Certificats , whereby the stay of any Person in this City shall be warranted be Committed unto the Persons , and disposed in the Method following .

First , That all Certificats which concern , or relate to any Members of Parliament , and their respective Retinues , with all those who belong to this University , be wholely referred to the care of the Vice-Chancellour , or his Deputy , and to such whom he shall intrust .

Secondly , That all Persons whatsoever who shall come with , or bring into this City , any Wares , Commodities , or Provisions to be here vended or exposed to Sale ; And all Gentlemen , and others who shall come out of the Country ( not being Members of the Parliament ) be wholley referred to the Major of this City , and such as he shall call to his assistance .

Thirdly , That all Persons belonging unto His Majesties Court , or pretending any buisness relateing unto the same , be referred to the Examination of the Officers of His Majesties Green-Cloath , or to His Knight Marshall .

Fourthly , That a generall Search and Inquiry be forthwith made in every Parish within this City , and Suburbs thereof by the Vice-Chancellour of the University , and Major of the City of Oxford ; and the Names of all Persons , and their Qualities Lodged and Quartered in every particular house , and exact Lists of them be drawn & delivered to the Cheif Officers before mentioned , who are to represent the same to the Right Honorable the Lord High Chancellour of England and Chancellour of this University to be considered of , unto whose wisedom it is referred , to the end that all unnecessary Persons may be ( by Proclamation , or such other waies as shall be thought fit ) removed , and sent out of this City .
