Priviledge

Parliament

THE
Greatest
misery
that
can
fall
upon
a
Kingdome
is
Civill
War
,
which
being
well
knowne
to
the
Malignants
of
this
Kingdome
,
who
found
that
all
their
Plots
and
Stratagems
were
made
frustrate
by
the
providentiall
foresight
of
the
great
Councell
of
the
Kingdom
,
the
high
Court
of
PARLIAMENT
;
they
then
endeavoured
to
foment
Iealousies
and
Feares
betwixt
the
King
and
his
Parliament
;
they
caused
Tumults
dayly
to
bee
made
,
which
being
done
by
their
wicked
Instruments
,
they
insinuated
into
favour
with
his
Majestie
,
and
perswaded
the
King
that
the
Parliament
countenanced
such
Tumults
.
Then
they
perswaded
his
Majestie
that
his
Royall
Person
could
not
be
in
safety
at
his
Royall
Pallace
at
Westminster
;
but
that
it
were
more
safe
to
retire
to
some
place
of
Strengh
:
and
having
prevailed
soe
farre
with
his
Majestie
as
that
he
had
forsaken
White-hall
and
left
the
City
.
Then
by
their
pernitious
perswasions
they
got
his
Majestie
to
Yorke
:
being
there
,
they
sought
by
all
means
possible
to
possesse
themselves
of
the
Magazine
,
knowing
that
if
they
could
be
but
so
fortunate
as
to
obtaine
so
great
a
Strength
,
that
then
the
law
would
be
in
their
owne
hands
.
But
the
wisdome
of
the
Parliament
(
by
the
providence
of
GOD
)
tooke
order
timely
to
prevent
so
great
a
mischeife
:
To
which
end
they
sent
downe
Sir
Io

Hotham
a
Member
of
the
House
of
Commons
and
a
Gentleman
of
knowne
Wisdome
,
Courage
and
Discretion
,
in
whom
they
knew
they
might
conside
,
giving
him
full
Power
by
the
Authority
of
Parliament
to
put
a
Garrizon
into
the
said
Towne
,
and
to
keepe
it
for
the
defence
of
the
King
and
Parliament
,
against
all
those
of
that
Partie
that
should
any
way
endeavour
to
possesse
themselves
of
the
same
.
Neverthelesse
,
they
finding
that
their
former
Designe
would
not
take
,
and
that
the
hopes
of
the
Earle
of
New-castle
were
made
frustrate
;
Sir
Iohn
Hotham
(
having
Possession
of
the
Towne
before
the
arivall
of
the
said
Earle
)
they
then
perswaded
his
Majestie
to
goe
to
Hull
in
his
owne
Person
,
hoping
by
that
meanes
to
arive
at
the
Haven
of
their
desires
.
His
Majestie
comming
before
Hull
,
was
denyed
accesse
into
the
Towne
,
being
accompanyed
with
such
numbers
of
evill
affected
persons
,
that
it
stood
not
with
the
Honour
of
Sir
Iohn
Hotham
so
to
hazard
the
Towne
and
Magazine
,
wherein
consisted
the
peace
of
King
and
Kingdome
;
which
hee
seasonably
considering
,
chose
rather
to
deny
his
Majestie
an
entrance
,
then
by
granting
to
undoe
both
his
Maiestie
and
his
Posterity
.
They
seeing
that
their
hopes
were
vaine
,
and
that
they
could
not
obtaine
their
wished
ends
,
strove
to
incense
his
Majestie
against
Sir
Iohn
Hotham
,
causing
him
to
be
proclaimed
Traitor
round
about
the
walls
of
the
Towne
.
Since
which
time
by
their
pernicious
Councells
,
they
have
caused
his
Majestie
to
ingage
himselfe
in
a
Warre
against
Hull
,
for
which
purpose
they
have
levied
many
horse
and
Foote
,
and
armed
them
in
a
War-like
manner
.
All
which
the
Parliament
taking
into
consideration
,
and
knowing
what
the
said
effect
will
be
,
if
they
use
not
a
speedy
prevention
;
to
which
end
they
have
beene
forced
to
use
all
possible
speed
in
the
raising
of
Forces
to
strengthen
the
Towne
of
Hull
,
against
all
those
that
seeke
forcibly
to
ceize
it
and
to
preserve
the
peace
of
the
King
and
Kingdome
which
they
onely
endeavour
to
destroy
.
And
that
the
world
may
be
truly
satisfied
in
the
iustice
of
their
proceedings
they
have
thought
it
necessary
to
declare
that
they
will
be
ready
with
their
lives
and
fortune
to
obey
His
Maiesty
and
to
defend
him
as
their
most
deare
and
dread
Soveraigne
,
according
to
their
Allegiance
and
Resolution
,
to
defend
the
iust
Priviledges
of
Parliament
according
to
their
free
and
iust
Prottestation
.
And
that
as
God
,
and
the
Fundementall
Lawes
of
this
Kingdome
have
ioyned
His
Maiesty
and
Parliament
together
so
they
cannot
agree
to
disioynted
obedience
but
declare
themselves
enemies
to
all
such
as
goe
about
to
put
asunder
,
and
to
make
a
separation
twixt
his
Majestie
and
the
Parliament
.
