ENGLAND hath ( of late Years ) deservedly gain'd the Reputation of making the best Clocks and Watches now made in the World , and have made very great Improvement by several useful Inventions in that Art , such as Repeating Clocks and Watches , and the like , so that great Numbers have been Annually Exported . Some of the most Considerable Watchmakers ( until of late ) did send Abroad Two parts in Three of the Clocks and Watches they made , but for some time past this Exportation hath been much hindred by the fraudelent practices of some Frenchmen , and others , now residing in England , who have abused most Parts of the World to which we formerly sent Clocks and Watches , by sending into those Parts Boxes , Cases , and Dial-Plates , and Springs , for Clocks and Watches , without their Movements , and there Buy up Base Foreign Movements , and with them make them up , and ( for the most part ) Engrave upon them London , and the Name of some Eminent English Watch or Clockmaker , to gain them the better Reputation Abroad , and so Sell them for English , although the Movements were never made here , nor the Watches here made up , to the Abuse of those Parts , and to our great Loss both in Reputation and Interest ; for by the New Watches and Clocks that we do Export , we Gain in the Cheapest , Five times more ( but in others our Gains are from Five to Fifteen times as much or more ) than we should have done had the Boxes , Cases , and Dial-Plates of those Clocks and Watches been Exported without their Movements .

To regain therefore our Reputation abroad , relating to this Ingenious Art and Manufacture , and to prevent for the future this Nation's being cheated of many Thousands per Annum , by the beforementioned fraudulent Practices : It 's humbly hop'd , That in this Bill now depending , for Liberty to export Watches , &c. some Clause or Clauses may be inserted , to prevent the Exportation of any Boxes , Cases , or Dial-Plates ( of either Gold , Silver , or other Metal ) for Clocks or Watches , without their Movements .

And also , That every Watchmaker or Clockmaker , before he makes up his Clock or Watch , may Engrave thereon his Name , and City , Town , or Place of Abode , or of which he is a Freeman : So that neither our Selves or Foreigners may be abused in buying those Watches or Clocks , on which Good Mens Names are falsly Engraven , to colour and put off Bad Mens base Works .
