BY THE LORDS JUSTICES OF IRELAND , A PROCLAMATION . SYDNEY , THO : CONINGESBY .

FOrasmuch as all the Clemency and Indulgence which hath been extended to the Papists of this Kingdom by Their Majesties , hath hitherto missed of it 's desired Effect , and hath been so far from Inducing them to a Grateful Sense of Their Majesties Goodness and Mercy , that on the contrary , it hath rather encreased their Malice and Stubbornness , so that many of them , even whilst they live under Their Majesties Gracious Protection , and Claim the Benefit thereof , do nevertheless transgress all their Laws , and destroy Their good Protestant Subjects , and such of them as are not Actually Rapparees , Robbers , or Tories , do Excite and Encourage others to be so , and Connive at , and Countenance their Proceedings , by giving them Intelligence , Support , and Entertainment ; so that Their Majesties good Subjects suffer more from those Irish Papists that pretend to submit , than from those that are in open Rebellion against them . And forasmuch as this grievous Mischief is not to be remedied otherwise than by making the Residue of the Papists in each County repair the Losses which the Protestants shall suffer from any of their Companions , We do therefore hereby Declare , that if any of Their Majesties Protestant Subjects shall be Robbed or Plundered , or shall have his House or Haggard burnt by any Popish Rapparee , Tory , or Robber , upon Complaint and Proof thereof made to vs , We will Cause such Person or Persons to be Reprized upon the Popish Inhabitants of the respective Counties where such Robbery or Burning shall be committed , Excepting only such Papists as shall appear to have Acted the part of good Subjects , and to have done their Endeavour to prevent the aforesaid Crimes , or to Apprehend the Malefactors .

And whereas it is manifest how great Influence the Popish Priests have over their Votaries , so that they might hinder them from these Villanous Courses if they would , and since they do not , may well be thought to Encourage them thereunto . We do therefore Declare , that if any number of Robbers or Rapparees , exceeding Ten , shall keep in a Body together , and Robb or Plunder any Protestant , or burn any House or Haggard of Corn : We will not from thenceforth suffer any Popish Priest to Live or Reside in that County respectively where such Villany shall be committed ; but will Prosecute him and them with the utmost Severity of the Law , which has not yet been done in any part of this Kingdom . And We also Declare , that We will not give Protection to any Person who hath a Son in the Enemies Quarters , unless before the Tenth Day of December next , such Son shall return unto His Majesties Obedience , and Live peaceably within that part of this Kingdom under Their Majesties Power , whereupon such Son so returning with his Arms and Cattle , shall have Their Majesties Protection ; and in the mean time the Parent shall not be molested 'till he be first safely Conveyed beyond our Frontiers , in order to bring back his said Son to Their Majesties Obedience as aforesaid .
