WHereas the safe and speedy Conveyance of Letters and Pacquets by Post in this Their Majesties Kingdom of Ireland is of great Importance to Their Majesties Service , and of general use and benefit to Their Majesties Subjects , for the Countenancing and encouraging whereof , the Post-Master General , his Deputy and Deputies , and all and every Person or Persons imployed in that service , have been from time to time exempted , not only from Quartering of Soldiers , and from serving upon Iuries , Inquests , Musters , or any other publick Imployments or Attendances , but from having any their Horses Pressed , stopt or detained , or their Hay , Oats or Grass taken from them on any pretence whatsoever : Notwithstanding which , frequent Complaints are made , that several Post Horses have been Pressed , and forced from those imployed by the said Post-Master , his Deputy or Deputies , and their Hay and Oats forced from them , and Officers and Soldiers daily Quartered on them , to the great hindrance of Their Majesties Service , and the prejudice of the publick Correspondence which is so usefull to all Their Majesties good Subjects : For remedy whereof , and prevention of the like Inconveniences for the future , and that the Post-Master of this Kingdom , his Deputy or Deputies , and all and every Person or Persons imployed in the said Service under him or them , may enjoy all the Rights , Priviledges and Immunities heretofore used and accustomed , We do hereby Publish and Declare , that no Officer or Soldier either of Horse , Foot or Dragoons , or any other whatsoever be Quartered in the House or Houses of the said Post-Master General of this Kingdom , his Deputy or Deputies , the Master of the Pacquet-Boats , or any Person or Persons actually imployed in the Service of the said Post-Office , or the Pacquet-Boats ; but that his and their Houses and Stables be Protected and exempted from Quartering Soldiers as aforesaid : And for the better carrying on the said Service , We do hereby strictly Charge and Require all Persons whatsoever , that they do not on any pretence presume to Press , stop , or detain any Horse or Horses provided by the Post-Master for that Service , nor Seize or take away any the Oats , Hay , or other Forrage belonging to them or any of them ; but on the contrary , all Officers as well Military as Civil are upon occasion and application made unto them by the respective Post-Masters , to aid and assur them to Press and provide upon special occasion such Horses as may be necessary for the dispatch of Their Majesties Service , and likewise that they be furnished , if their occasions so require , with Hay and Oats for their Post-Horses at the same Rates as the Army is to be furnished therewith . And We do hereby further Publish and Declare , that Their Majesties said Post-Master , his Deputy and Deputies , and all others actually imployed under him or them in the said Services , shall be from henceforth freed exempted and discharged from serving upon any Iury , Inquests , Musters , or any other Publick Imployments or Attendances whether Military or Civil , that may any way impede , retard or prejudice the Execution of his or their Duty or Service in the said Office , and from all Pains and Penalties which he , they or any of them might or may incurr for or by reason of his or their Omission or Refusal to perform the said Employments or any of them .
