WHereas all due care has been taken for the keeping up and preserving the Markets in all parts of this Kingdom under Their Majesties Obedience , whereto all Persons may resort with Freedom and Liberty of Trade and Commerce ; And whereas for the better Encouragement of Markets in the Garrisons of Galway , Athlone , Belturbet , Bannagher , Portumna , Sligoe and Birr , We have directed the Commissary General of the Bread to appoint Persons in each of the said Garrisons , who shall constantly attend and buy Wheat and other Provisions for the use of the said respective Garrisons : We have therefore thought fit by this Our Proclamation further to encourage the Inhabitants in the several Counties adjacent to any of the said Garrisons , to bring into such of the said Garrisons as shall be most convenient for them , all the good and Marketable Wheat they can possibly spare from Sowing their Fallow , and feeding their Family ; And for every Barrel of such good and Marketable Wheat , Dublin Measure , which they shall so bring in and deliver into any of the said Garrisons as aforesaid , they shall receive without delay in ready Money , upon delivery thereof as aforesaid , Twelve Shillings and Six pence . And We do hereby require all Sheriffs , Iustices of the Peace , and all other Officers Military and Civil , to take effectual care , that none of Their Majesties Subjects be any ways hindred or molested , either in Persons , Horses or Carrs , in resorting to any of the said Garrisons or other publick Markets whatsoever . And for the furtherance of Tillage for the Year ensuing , We have given Directions to the Commissioners of Their Majesties Revenue to take care that all persons to whom they have Sett any of the said Lands forfeited to Their Majesties , and who have either paid or secured to Their Majesties the Rent contracted for by them for such Lands , and to all Persons to whom they shall Set any of the said Lands , all due encouragement , whereby they and their under Tenants and Occupiers of the said Lands may Plough and Sowe the same . And where any of the Tenants , who have agreed with the said Commissioners for any of the said Lands , but have not paid their Rent , nor taken out their Leases ; that the under Tenants or Occupiers of those Lands , for such part thereof as they shall hold and employ in Tillage , they shall either pay the Rent they were formerly to pay for the same , or the Custom of the Country or Barony where the said Lands do lie , at the Election of the Person who does occupy and enjoy it . And We do hereby assure them , that they shall be continued Tenants to the said Lands , or shall have the Crop the Year following , paying as aforesaid : And if there shall remain any Forfeited Arrable Lands unset or undisposed of by the said Commissioners , for a further Incouragement of Tillage . We do hereby Publish and Declare , that it shall be Lawful for any Person or Persons to enter upon any such Arrable Lands , and to Plough and Sow it ; And that such person or persons shall enjoy the Cropp thereof for the ensuing Year , at a reasonable Rent , or allow or pay the Sheaf for the same , according to the Custom of the Country or Barony , where the said Lands do lie , at the Election of the person Ploughing and Sowing the same ; Provided always , that every such person or persons do within Ten Days after they shall enter upon the said Lands , give or send unto the Collector of the District in which the Lands do lye the denomination of the said Lands ; the County , Barony and Parrish wherein the said Lands are , with the reputed number of Acres they containe , and the number of Acres they will Plow and Sow thereof , to the end the said Collectors may give an account thereof , to the Commissioners of the Revenue , and the Rent or Custome of the Country be answered to their Majesties for the same . And for the better incourageing and assurance of the several Tenants and Occupiers of any of the aforesaid Lands or of any other Lands in those parts of the Kingdom , already reduced under their Majesties Government that they shall not be hindred or molested in Plowing or Sowing and quietly enjoying their several holdings . We do hereby strictly require and Command all and every Officer & Soldier , Conductor , and others either of the Standing Army or Militia , and also all Sheriffs , High and Petty Constables , and all other Persons whatsoever , that they do not disturb any of the Tennants or Occupiers of any of the Land aforesaid , in Ploughing or Sowing thereof , or Press or take away any of their Horses , Cattle or Corn , as they will answer the contrary at their utmost peril .
