WHEREAS Richard Duke of Tyrconnel , before Our coming into this Our Kingdom , did cause several serviceable Horses to be taken and seized upon for mounting of Troops of Horse and Dragoons for Our service , with intention to make ( as soon as conveniently may be ) satisfaction to the Owners thereof . And whereas many Horses were so seized upon by several of the Officers and Souldiers of the Army , and others , who instead of delivering up such Horses to Our use , have conveyed the same to their own proper advantage , contrary to the trust reposed in them by Our Chief Governor . And as We do resolve to make satisfaction to the owners of such Horses , so We do expect that they will give their helping hand to discover the persons who have taken the same , that We be answered for such horses , and have a just account of them . In order thereunto , We have thought fit , by the advice of Our Privy Counsel , to command , and We do hereby strictly charge and command all Officers and Souldiers , and all other persons who have seized on any Horses by virtue of any Order from Our chief Governor , or otherwise , to deliver up the said Horses to the Governor or chief Officer of the County where such Horses were taken , or to the Governor or Chief Officer of the County where such Horses now are ; hereby declaring , if they will fail to comply with these Our Commands within ten days after publication hereof , that they shall be prosecuted for such Horses according to the utmost rigor of Law . And we do hereby , by the advice aforesaid , further strictly Charge and Command all persons whatsoever , from whom any Horses were taken , that they do with all convenient Speed make true Lists of the Horses so taken from Them , and the Colour and Markes of them , and the name of the Persons who have Seized the same , and to deliver such Lists to the Governour or Chiefe Officer of the County where such Horses were taken , and in case there be no such Governor or Officer within the County where such Horses were so taken , then to deliver such Lists to the Sheriff of such County , hereby declaring that such owners returning such true Lists shall have satisfaction for the Horses so taken from them , and in case the Persons that have taken such Horses will not deliver up the same as aforesaid , and the Owners will not deliver such Lists in manner aforesaid , We do publish and declare , if in such case any other person or persons will discover the Seizing of such Horses , and the person or persons who have taken the same , or have the same in his or their Custody , and give a true Accompt thereof to the Governor or Chiefe Officer of the County where such Horses were taken , that such Person or Persons so discovering and making out such taking and detaining of Horses as aforesaid , shall have Two Shillings per Pound of the real Value of such Horse or Horses so taken and detained to be paid to them by the Collector of our Revenue within such County where such Horses were taken . And we do further strictly Charge and Command all Governours and Chief Officers and others to whom such Horses and Lists shall be delivered , or to whom such discovery shall be made , to return a true accompt thereof , and of all their Actings herein to vs with all Convenient speed .
